Hello, guys.
I have sent my application without FBI Clearance, because I still didn't have it in my hands. Anyways I have sent my application on November 2013 and received my FBI clearance on december and never send it to CIC. I have got my file number from immigration, but they never asked me for that FBI clearance. So my question is do I have to send it or no. And if yes could you tell me how should I send it. Should I explain what and why?

I'm not certain, because I have applied for PR under the Family Class option, but the FBI PCC is only valid (for us) for 3 months from the date of issue. If you received this in December, 2013...it's likely already expired (or will be) by the time CIC receives it from you.
 
Now that you have your AOR, send it, why wait? If you wait for CIC to request it, it could add to the processing time.

The 3-month rule is often misunderstood.

The the PCC can't be older than 3 months at the time you submit your application. If your application was received on November 1, 2013, count back 3 months - August 1 - then any PCC that was issued after August 1 is OK. Since your FBI cert is more recent than that - it's good.

You have to send it as soon as possible , if u don't want to delay your file.
 
So if you guys say, that I don't need to get a new FBI clearance I am sending the one, that I received on December.

fbi clearance needed when cic ask but you already have it so submit it
