I changed institutions and did not know that I had to notify CIC of DLI change.
I checked this and assumed I could change schools without restriction.
http://www.cic.gc.ca/english/helpcentre/answer.asp?q=487&t=15

I got my permit before June 2014, and changed institutions on August 2014.
Changed University from University of Waterloo to University of Toronto.

I did apply for change in conditions of study permit, but haven't got a reply in 2 and half months.
What do I do now? Will I be in trouble? Do I need to consult someone?

I'm scared to call CIC and need help.

I doubt you're going to get an answer.

The switching DLI rule is relatively new and chances are that no one on the forum has been in your unique situation - and for this reason we can't tell you what is going to happen.

You'll just have to wait and see.

You are not required to notify CIC when you change institution if:

you applied for a study permit prior to June 1, 2014;
you were issued a study permit to attend an institution at the primary or secondary level; or
you obtained a study permit as the family member of a study or work permit holder (i.e., you were not required to submit a letter of acceptance when applying for a study permit).
