CIC didn't explained anywhere on the website that they calculate experience after degree is conferred or after PGWP , which ever comes later , But they refused so many application on this basis. People usually stat calculating expereince after the completion of studies.Any views on this?

I have a kind of similar concern. In the old rule all the educational certificates were submitted so they could compare the convocation and pgwp dates. But as per the new rule we do not attach any educational certificate. So I guess the only way they would consider is from the date pgwp is issued. Any opinions are welcome!

You can find the answer here: -

According to new rules-

any work done after completion of studies ie after getting degree for 90 days under off campus wp will count under CEC.

READ OP25A

Any period of employment during which the applicant was engaged in full-time study will not be included in calculating the period of qualifying work experience (e.g. work experience gained through co-op work permits, off-campus work permits while a full-time student, and on-campus work permits).

So work done after graduation under off campus wp will count.

always add explaination letter + graduation letter+ degree to explain

They are confused with their own rules that the reason they change rules in 2013.
I know many guys who got PR and who got rejected when thy calculated experience
From PGWP Instead of convocation. I guess now they want to make it more clear to avoid
Any confusion. It was alway suppose to start from PGWP now they realize it
After rejecting so many application.

OP25A is only applicable to people who applied AFTER January 2013. All of the 2012 guys are still being assessed under the OP25.

Had you read the docs: -

OP25 states:

"This chapter describes the processing of applications for permanent residence submitted by applicants in the Canadian Experience Class (CEC) received before January 2, 2013."

OP25A states:

"This chapter describes the processing of applications for permanent residence submitted by applicants in the Canadian Experience Class (CEC) and received by the Centralized Intake Office (CIO) on or after January 2, 2013."
