I know I have asked this from a different thread and few people answered but please let me ask this again as I got confused again.....so For clarity and peace of mind, I'm posting this again. :)

I am being sponsored by my husband under spousal sponsorship Inland. My son who is also under this application as dependent arrived here in Canada last April 15, 2014 under a student permit.

Canadian Embassy in Manila requested his passport for the PR application. So we sent the passport from Canada to the Philippines. CEm received it last April 25, 2014.

Now, somebody just told me that I could have just informed my visa office here in Canada that my son is here and that we didn't need to submit his passport in the Philippines as my son is already here.

Is this true? or the proper procedure is to really submit the passport to the Canadian Embassy in Manila?


Please enlighten me.

I think you did the right thing. As far as I know (not 100% sure though), dependents cannot be sponsored through an inland process. So I think your son's documents need to go through the embassy in Manila for processing.

Thank you for the response! You are right that dependents cannot be sponsored Inland. I have read this somewhere in the forum. Thank you! :)

I seem to think that even though the son is legally in Canada on study visa, his application may treated as an outland application. In other words, the spouse will be treated as inland but the son would be treated outland through Manila.

I am not an expert on mixed outland/inland processes. I could be wrong on this and I hope I am. But I have a feeling that the son will be processed outland while the spouse is treated inland.

For example. The processing time for family sponsorship has 2 lists. One for person sponsored outside Canada and it lists spouse/common-law or dependent child.

The other list "person sponsored in Canada" only list spouse, common law in Canada. No where does it list dependents. So from deduction, I think the spouse will be done inland while dependents are treated outland.

Perfect! Thank you so much Screech339. That made sense! Because from the very beginning it was CEM that requested the forms for my son and also his passport! I just got confused when somebody said that we could just land here together as my son is with me in Canada. And we didn't need to submit the passport in the Philippines.

You're welcome. Be aware of this. You would have to land as PR first before before your son get grant COPR to land himself. However I don't think Philippines are visa exempt to Canada. So your son may be required to send his passport to Manila in order to get his COPR attached.

Only those from visa exempt countries do they get the privilege of only sending in photocopies of their passports and getting their COPR in the mail.

Thanks Screech339. We submitted his passport already to CEM last April. I am hoping to land in June. That's the 8th month of waiting for the 2nd stage . I just don't know the processing time of Edmonton office for landing... I ordered GMCS notes because I want to see if there is something new in my file. Last time I ordered it, I saw that the background/security checks are done. So I think I'm getting closer! ;)
