Did anyone ever get the second study visa?

I have withdrawn from my first one relatively early. Dumb decision in hindsight but oh well, what can I do now.
Did anyone ever apply for a second visa and get it....and do you know someone that did? Would this be better if I hired a consultant the next time I apply?

3. A lot of people have got it second time around, but thats usually after 1 refusal.

I have withdrawn for stupid personal reasons. Wasnt rejected, I withdrawn myself and flew away. First I wanted to change colleges, then I withdrawn too late, being an idiot didnt realize I was no longer eligible for the refund I expected and then I had no money to change colleges. I made a giant mess of it.

Just curious how much of a red flag that is. Cuz I mean I didnt do anything illegal, didnt lie or anything, just screwed myself up. So Im curious how big of a red flag it is.
