I would like to know who could be a designed foreign national? Im a refugee claimant, if I get refused I might be a designed foreign national?

Designated foreign national is citizen of Designated Countries of Origin include countries that do not normally produce refugees and respect human rights and offer state protection. The Designated Countries of Origin policy is meant to deter abuse of the refugee system by people who come from countries generally considered safe

I mean if an irregular arrival might be a designated foreign national after refugee denied. There is a 5 years bar for Designated Foreign Nationals before they can apply for HnCompassionate grounds.

Yes that's correct. Even if they have been granted refugee status they have to wait 5 years to apply for PR.
