my assumption would be an optometric assistant is considered "health services" and an admin assistant role is NOT considered "health services". it is not required for a person to have specific certification or training in health care (except for possibly file management systems) to be an admin assistant, however being an optometric assistant probably does. one way to research this, if you can't confirm on this forum, it to check the CIC website for the NOC codes for immigration under health service related fields. This may give you some idea of what occupations are considered "health services".
