I want to sponsor my girlfriend by marrying her abroad. We met in Canada but her refugee claim failed and she was deported (departure order became deportation order). The government paid for her plane ticket home. Now I understand we have to repay the cost of that ticket. She also received welfare payments for 1 year in Canada and had a legal assistant. Do we need to repay those 2 costs as well?

If she would've left after the initial departure order, then she would've been allowed to return any time (assuming she would have a valid visa or other entry documents).
But because the departure order became a deportation order, you need to go through the ARC procedure, pay the $400 application fee, and hope that they will give it to her.
If she needs to repay any money to the Canadian government, they will tell her the exact amount during the ARC application process. The plane ticket she will definitely have to pay back, because that was a cost that the government incurred directly as a result of having her removed.

Regardless of the cost of her ticket, she will need to pay back $1500 along with the $400 arc fee, once they ask for the arc close to the end of the process.

If you are applying to come to Canada for any reason, (visiting, studying, working or immigrating),you should not submit a separate application for an ARC. If your application is approved, the ARC will be dealt within the context of that application. You will simply be asked to submit the fee.
So I'm wondering... doesn't it make more sense to get the ARC out of the way before marrying? How many people have married and then discovered their spouse is not allowed to return? At the same time, a Chinese national applying for ARC and having no other application to give context to the ARC (e.g. spousal sponsorship)... it seems bound to fail.

The ARC needs to have accompaniment. If there's no visitor's visa being requested, no worker's visa being requested, no spousal visa being requested, then they would dismiss the ARC application because there would be no reason for Canada to issue it.
Her chances of getting an ARC are significantly higher if her reason for requesting it is because she got married to you and now wants to live in Canada with you.
