I applied Spouse open work permit and got refusal. My GCMS notes shows HE WAS DEP ON AN FC4 APP AND WAS SUBSEQUENTLY REMOVED AS A DEP". Please clarify the meaning of this line. Plz check and assist me.

I believe fc4 is parents and grandparents sponsorship.
