Dependent child not in Canada H and C application

Hello everyone, Just a quick question about H and C application. My mother is here on supervisa but I am thinking of applying for her on H and C grounds. The issue is I have a dependent sibling who 21 years old back home. Is it possible to include my sibling in this application even though they are not here in Canada?

Maybe clarify what justification you intend to use for H&C as that category is extremely difficult to justify and chances of approval are generally low.

Seems like you and your husband both applied for PGP but only his application got selected. Given that applied but didn't get selected it will look a bit suspicious that you are now applying for H&C. You will have to have to have a very good reason to apply. Given you also have an adult sibling in your home country with your mother I can't imagine what argument you will use for H&C.
