Dependant going back home to live with other parent

My husband and his two sons were approved as permanent residents last year. Unfortunately, one of the boys has had a hard time adjusting to life in Canada. The decision has been made to return the son back to his mother.

Will this child be able to return to Canada when he is older?

Also, since my husband has conditions on his PR, can he travel without me? This is in regards to the rule about us living together for 2 years.

If he returns before his PR card expires, there should be no issues. If his PR card expires, he can apply for a PRTD; IRCC is generally lenient with PRs who don't meet the Residency Obligation because they were removed from Canada as minors. Note that this leniency doesn't extend for long after reaching legal age.

He can travel without you.
