Can somebody tell me what is the next action I can take on my returned application. my application was received in July 2011 as part of the cap. In October 2011 it was returned with the reason that we have assessed your declared occupations against the Canada Gazette on June 25,2011 and do not correspond to any of the eligible occupations.
These were my actual experience I quoted in order of preference:
manager -purchasing Noc 0113- 3.6yrs
Grant accountant-financial auditors and accountant Noc 111-1.8yrs
I have checked with the Listed occupation under 1122 and I do not know where the mistake can come from.
If I need an attorney to plead my case, I'm residing in US currently so can somebody share his successful experience with me and recommend an attorney who can successfully look into my case if possible.Please share your experience becuase I have ten years of full time practical experience with full letters of recommendation,years of experience ,income and duration of service from employers and I listed the skill level that fall under O, A or B only on the application and indicated the appropriate NOC code.It is very pathetic I cannot know where the mistake come from.Please share your experience with me as they did not even request any information especially with my financial accounting and magerial experience both in US and Africa were continuous and each was more than a year.

Did you actually list 1122 as the NOC you wanted consideration for? If you didn't than that is probably why it was denied. I do not think that is an appeal process if denied at CIO. Unfortunately, you'd have to apply again and now you'd have to wait until next July because the cap was reached already, if of course it is still on the list. Or you can get a job offer and apply fsw2.

Read below the text which I received from CIC on September 27th. This is only one part of the letter.

You have indicated that you have work experience in an occupation with the following NOC (National Occupational Classification) code: 1122. Although this NOC code corresponds to the occupations specified in the Instructions identified by the Minister, you have not provided sufficient evidence that you performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of the occupation as set out in the occupational description of the NOC, including all of the essential duties.

After taking into consideration the work experience supporting documentation on file, I am not satisfied that you have performed the actions described in the lead statement for the occupation or that you performed a substantial number of the main duties of the position as described in NOC. As such, I am not satisfied that you are a 1122 – PROFESSIONAL OCCUPATIONS IN BUSINESS SERVICES TO MANAGEMENT.

Since you did not provide evidence that you have an Arranged Employment Offer, you do not meet the requirements of the Ministerial Instructions and your application is not eligible for processing

Note: Any reference to work experience in a NOC code other than those identified by the Minister of Citizenship and Immigration and published in the Canada Gazette on June 25, 2011 is not assessed for eligibility under Ministerial Instructions.

Your application, therefore, does not meet the requirements of the Ministerial Instructions.


I have provided reference letters from my colleagues with detailed job description. After refusal letter, I sent them a fax and e-mail explaining correlation with my job duties and those from the NOC 1122 instructions asking them to check on that once more. They responded to me, saying that they have considered my application once more but as they are not satisfied with job duties, they will not accept my application.

I work in the bank and I think maybe that was the problem. Maybe they don't want people from financial industry, no matter what you say in your reference letter? I don't know what to say.

I tried to ask few forum members who received PER under NOC 1122, if they work in financial industry or bank, but nobody answered to yet.

I doubt your rejection has anything to do with Banking or financial industry.

O thank you so much. :) I'm glad that you received PER.
I'm thinking to get myself new reference letters with more details, but don't know how will CIC react on that, since they scan all documents?

Is there a chance for you to send me PM with an example of your references so I can compare it with mine just to see. I will send you PM with my references.
