What of the study permit delays and the time expected to be in school gets passed, can you apply again in the same school and use the study permit given to go even though it was supposed to be used the first time you applied but because it was delayed you couldn't go?

You can ask your school to defer your intake to the next semester. They will understand that because it happens regularly for some international applicants who doesn’t get their SP in time.
