Are there any delays or rejection in the visit visa due to coronavirus for people applying from the south Asian countries?

There are delays because of reduced VO staff, so things are taking a bit longer. No rejections because of the virus.

My biometric was completed on 14 Feb 2020 ..till now they are stuck on background check.

It is not unusual for TRVs to take 1-2 months If not longer.

I haven't received my Biometrics Inivitation letter yet. I applied on 5th February 2020 and until now there is no response from IRCC. Is this the same reason in my case as well? I have also submitted two webform specific enquiry but haven't heard back from them yet.
