degree in engineering but noc code does not mention that

so foreign work that i did comes close to the NOC for which engineering degree is not a part of employment criteria....should i still use that NOC??

NOC is just based on Job Descriptions and not for qualifications. If your JD matches the NOC, then thats your NOC irrespetive of what your qualification is.
