Hi guys ,
I have completed my masters degree here in Canada. I am planning to attend convocation on May 2019. But before that I want to apply for EE (FSW), as my score is 448 (with using Canadian education points). I was wondering if I need to have degree certificate with me when I apply for EE or only Transcript of my masters degree would be enough?

This is what I read:
Proof of completed Canadian or foreign educational credentials can include copies of
  • secondary or post-secondary education documents (certificates, diplomas or degrees); and
  • transcripts for successfully completed secondary or post-secondary studies, if available.

Suggest you to apply after you get the degree....
 
You can have your degree in hand before attending convocation. Also, u can ask your uni admin to provide u with letter of completion which can always replace degree whether it’s mentioned on IRCC website or not becuz everywhere in Canada letter of completion is considered equivalent to degree. When I applied for PGWP I furnished that letter

Hi,

Don't worry, when you completed your graduation no one university will not give convocation certificate at the same time, but there is a solution for that, you can approach your studied college/study center and collect PROVISIONAL CERTIFICATE it will be accepted by abroad university/credential service across the world.

Provisional certificate which stands for in place of degree certificate in all the situations, later you can collect your degree certificate and submit to respective department.
