Declining ITA 2nd time

Hi
My CRS is 478 and falling under CEC. I’ve rejected ITA once and got again when CRS was 447. Thinking to reject again as I do not feel confidence for one my employment letter(for duties).
My questions are
1. Do I have to write LOE for declining ITA?
2.Will it impact on my overall PR process
3. Employment letter with Digital sign is valid or not ?

Not for you but definitely for someone who missed out on ITA twice.

You need to be more clear about that.

I do not feel confidence for one my employment letter(for duties).

- Without any reason, actually I’m adding my spouse if I reject ITA

Do you think you can get letter to your liking later on? You already declined once and still don't have letter to your liking. So why not just do whatever you plan to do after declining the invitation and get a new letter.

Not sure, what is your worry but you have two months to submit your docs post ITA
