Declaring PR status at visit to Canada?

I am a Canadian citizen living and working in the US the past 3 years. While here I married a US citizen. With an eye to our future together, we each applied for PR status in the other's country so I now have a green card and my wife just received her PR approval notice a couple of days ago. We had a planned trip to Canada next week to visit family and start looking for a house however we also need keep a home here in the US for a while and are in no position to move yet to Canada. My question is what do we say at the border next week about my wife's status? Do we show her PR approval notice and have the record of landing effective then, but just say we aren't settling yet? Will that cause any issue later? The PR approval is only valid until 09/17. We would welcome any advice and guidance.

If she lands, officers expect that she stays in Canada permanently.

So, she can come first as a visitor or she can land right now (and lie.....).
