I am finally moving to Canada with my family. I am coming first, and want to start my status as a taxpayer when I land. I am Canadian, so normally the immigration officer at the airport does not stamp my passport.

Is there something I must do to officially change my status from non-resident to resident? I asked the International Tax Office, but they said it is a matter for Immigration.

Yes, you would need to file a provincial tax return for the year you land. Say you land in April 2014 and stay/reside in BC for the rest of the year, you would have to file the BC tax return either for 1) the period from April to December 2014 or 2) the entire 2014, on or before the filing due dates for 2014.

I changed the subject because there are both non resident taxpayer and resident taxpayer in Canada. Filing either tax return, you are in fact declaring yourself as a taxpayer regardless whether you are non resident or a resident of Canada.
