hey. m moving to canada this month, and I am asked to carry about 13k dollars by my consultancy. I am an Indian citizen and I have come to US right now to visit my sister. and now will go from US to Canada on PR. and am carrying 10k dollars in pay order and 3k dollars in Forex card. Do I have to declare the money at immigration? Also, I have COPR passprt and Photogaphs with me. Will I need any other document? and I do not have any knowledge about the luggage that I have to declare or shall be bringing from India. Can someone please explain this in detail?

Yes - you must declare the funds since you have more than $10K

Passport and CoPR is fine. IF you are also landing for good, you will need goods accompanying and goods to follow lists. Useful read on this here
