Decision on submitting another work permit application when EE application is pending

I am an FSW-EE applicant from India

• Company has a Canadian branch - no actual office(remote work) in Canada -valid job offer from the Canadian branch of company.
• FSW EE - ITA Nov 18th, 2020 - CRS 472 -just made the cutoff
• No points claimed by Canadian job offer - Canadian job offer came into picture a year after EE application was sent
• Docs for FSW-EE sent on Feb 15th, 2021
• During EE processing - an ICT application was filed by company lawyers on March 7th, 2022 ; Decision - refusal - May 13, 2022.
• Reason for refusal - not enough evidence for specialized knowledge questioned company's HQ address in Canada
• Immigration consultant in India said that FSW-EE Indian applicants who submitted their documents(same Nov 2020 ITA) before and after I did(Feb 15th) and got their PPR two weeks ago.
• My company is willing to file another work permit application under the GTS-GSS category.
• ATIPs submitted for my applications
  • ICT Work permit -
    • Company lawyers - May 23rd, 2022. Response received - GCMS notes outlines the detailed reason for refusal
    • My PR relative - April 20th, 2022 - Response on May 19th, 2022 - Request for blue ink signed consent form
      • Consent form and govt document sent on May 22nd - No response on ATIP - It has been almost two months

      • Consent form and govt document sent on May 22nd - No response on ATIP - It has seen almost two months

In your opinion, should I wait for the FSW-EE to get processed
OR
should I send the GTS-GSS application anyway?

Regarding the ATIP, what do you suggest I do? Send an email to the ATIP officer at ircc.atip-aiprp.ircc@cic.gc.ca? Complain about the ATIP to Greffe-Registry@oic-ci.gc.ca?
