Decision made without Prearrival letter

I am principal applicant for spouse sponsorship and my VO is london. just checked my ecas status and its showing decision made but i haven't received any prearrival letter yet, does this means anything or it just varies from case to case basis
my timeline is

paper application received 05/05/2021
Biometrics request 18/06/2021
Sponsor approved 19/6/2021
Biometrics provided 21/06/2021
Prearrival services letter 05/07/2021
Medical Request 15/07/2021
Medical passed 28/07/2021
Police certificate requested 20/09/2021
Police certificate provided 06/10/2021
Decision made 21/10/2021
(in my gc key account under additional documents request its showing not applicable whereas before it was showing we need additional documents from you and also the status was status updated today )
the question i wanna ask is should i be expecting PPR now or i have to wait for prearrival letter now first?

Brother you just mentioned above that you received pre arrival service letter in july so you will be getting ppr anytime congratulations

probably will sound dumb asking this now but i thought pre-arrival services letter and prearrival letter were different things, are they not?

No, they are the same thing. Or alternatively there is only the pre arrival services letter.
