No decision will be taken on temporary visas till after April 5th. The IRCC offices are focused on Canadian citizens In every now onlyIf they just returning they mentioned in the email regarding this but they mention decision envelope courier

I've been trying to search it all on cic website and news all around but couldn't find such thing.

For me I got my correspondance letter on 17th March and decision envelope dispatched on 21st.
After biometrics correspondence letter, if Medicals was passed there’s a visa. But nowadays, they’re returning passports back to applicants with an instruction letter I’ve forwarded to your emailthis is a little confusing. Passports are returned but file is kind of still in process. After the lockdown period. IRCC is again gonna make a passport request once decision is made ?

Doesn’t mean there’s a refusal or decision made, just returning passports to those with their IRCC closed
