I just checked my ecase today. It's mentonned Decision made.

1.We received your application for permanent residence on May 21, 2013.


2.We started processing your application on September 9, 2013.


3.A decision has been made on your application. The office will contact you concerning this decision.

The decision was made a day before I sent the email to withdraw my application. However I sent them two emails over the last 3 weeks asking them if it was fine to sent them new language test results since the one that sent with application were below the requirements. May the decision was made after they received these emails?
How long will it take before before it changes to application withdrawn or rejected? when will I hear from the officer?

I don't know answer to your question but just asking are these actual dates? Did they processed May 21 2013 applications. My application was received on the same day however i still don't see any action in my application online status

Yes these are actual dates. I think the email that I sent trigged these actions. If every is fine with your application then you still have a long way to go before they get to your application.

Any thought about this? CIC would go strait and reject my application without first responding to my emails?

My guess is that they probably would have rejected you anyway - if everyone submitted new tests or reference letters (which is also a common rejection reason) then CIC would be swamped. They have to draw the line somewhere - I'm sorry to say but you didn't meet the requirements. Accepting your new test scores would be unfair on other applicants - CIc would have just asked them to take the test again.

It sounds like change to decision made was because of your withdrawal (b/c of the timing alone)

Atleast u know its rejected..now u dont need to be stress. Keep tracking ur new application

I had no doubt about the rejection. However, I was expecting to get first an email explaining why they would not accept new test results and that they would not do a favor to any applicant. I guess they do not have the time nor the resources to answer to all the emails they receive.
The rejection does not seem to be trgigged by the withrawal i requested since i informed them a day after they made their decision(at least that's what my ecase suggests).

They are too busy for this. Just be calm n wait n think u saved atleast 9 months of waiting before rejection..Good decision..
