i think this is not that important. I remember my PR application and some candidates never changed to "in process".
Yeah it is hard to say anything definitive. dpenabill gave me a pretty long and rational answer about what affects timelines of file processing in IRCC. Maybe the Ottawa files are just stuck in a slow-moving queue, it could be as simple as that... But the pattern is there: all Ottawa applicants in this thread are facing the absence of change to IP.

Hey guys, I'm a February applicant and I've got a question about the AOR. I've been looking at the speadsheets for December and January, and noticed that some people who sent their applications in mid-January had already received the AOR whilst some mid-December applicants are still waiting. Is it due to the location of the applicants or for some unknown reason to us? Or is it just totally random?

some do not report, some processing differences, the file-in location does not impact the AOR time. differences start with next steps.
OK Thanks. So the differences will start when the applications are delivered to the local offices?
I hope the one where my app will be assigned to is not inefficient.

My first application was sent in September 14, the second one in December 14 (no proof of language).
So, I am three months late? No, I am late more than three months because the ircc has slowed down.
I would be a citizen any day if sept application were successful, with current processing times June is unavailable which is three-month stretch from now. August I would say.
Erf... I feel ya. Yes, IRCC has slowed down when our applications started coming around. Maybe the officers got reassigned to something else or are simply over-worked, we can only guess. All we can do is wait and not freak out during the wait.

there was a glitch with thousands of express entry in Quebec. There is a new wave of express entry that they are working on. they try hard to prove to the media and the businesses that they do their best addressing labor shortages. I would say there is enough labor here, what they need is low-expectations labor. :(
There's no Express Entry in Quebec, they have their own system. Moreover citizenship applicants and PR applicants are processed by different centers - all inland applicants for PR are processed in Ottawa (you can order and check your GCMS notes if you applied for PR inland), while citizenship applicants are processed locally, i.e. vancouverites are processed in Vancouver.
