please read my conversation with alok4best below that post. He was the one whose consultant stated about 22/12 received date, but that information turned up to be inexact.

Dear all

I want to share some information.
Yesterday dated 9-Apr 10.pm PST time I called to CIC
She said my application sent back to me on 27th of Feb.due to sub cap

My time line is
NOC 2172
Applciation filed on 15-dec-2014
Mode of Payment is DD

Is there any 30th-31st Dec. applicant who received his/her file back by mail (postman) ? Cc not charged and noc/global cap reached.
My question : how long does it take to receive the application back ? Please indicate your region. (Mine is Europe).

Hello dear!

Both of them. I have 2 friends who were in the same situation - one received PER and the other received NER (based on a deep investigation of his duties). They wait at least 2 months to got the response from CIC.
And some lawyers told me that noc is processed a little bit different than the others.

Applied ty Sydney NS in FSW NOC 2243 received in CIC on Dec 30. Still no file number received. Bank draft cashed 4 weeks ago. How long does it take to get a file number

From the date u were encashed to PER, the average time is 4 weeks (maybe less). I think it's time to u call CIC and check your app status by dialing 1-888-242-2100.
