I think, though not completely sure, that there is a negative bias towards persistent, high frequency, repeat callers. To think of it, it should be that way, right, to allow others a chance.

Hi all! I am a newbie ;D
I sent my application in December without the ECA report as it was not released in time by the ICAS.
My application arrived on 31 December 2014 to CIC, let them to see I waited as much as I could for the ECA report. I included a letter explaining all and committed to send the missing document as soon as available, but after the document arrived my agent called at CIC adviser and he said that I should wait until I get an official response to confirm receiving my application and then if they allow, to send the missing document. He also said it takes 10 to 12 weeks to get a response, this is the 13 week already and I am starting to tremble.
I really put all my hopes in this application, now that the EE system requires to have a work offer or provincial nomination to get an ITA.
I also got in for EE system, with 316 score.
Let's keep in touch about this, maybe there are others in this situation, because of the late ECA report.

Got this information from the November 2014 application forum (copy paste) . And I used this twice:


Use google hangout, Skype or magic jack since the calls are free

Follow the below procedure to call CIC call centre

1. Download Google Hangouts (optional) on your phone if it has an android or an apple OS.

2. Dial CIC (+16139444000). It costs nothing if you are done with option 1. (I used skype and it's very cheap)

3. Navigate through IVR (1, 1, 1, 1, 1, 3, 1).

4. IVR will ask your application id. Don't wait for it to ask for 3 times before it routes you forward, just press # and it will instantly ask for your year of birth in 'YYYY'. Put the year of your birth.

5. IVR will tell you the waiting period before your call can be answered by an agent. Or if the call traffic is too high, it will ask you to call again later.

6. As soon as you get to the agent, tell them ur NOC and app date and ask for the status. Agent will ask for your last name, first name and date of birth. Once the agent tells u the app status then ask for it file no. And UCI

If you get quick with the IVR, you can reach the waiting period (point# 5 above) within 2 minutes otherwise it may take around 6 to 7 mins before you are asked to wait for an agent.

Dude, CIC would not accept application without ECA report

Secondly It seems that global cap has reached on first half of 30th dec and many apps are returning back. So without any delay create ur express entry profile and continue ur efforts and also call CIC to check ur FSW app status

Thanks, but I am still trying to be positive. My NOC wasn't reaching cap on FSW - 0113, not even approaching to the total number allocated.
Also, on the Document Checklist was this next text that keeps myself hoping:
“If you are unable to provide any of the requested documentation, include with your application, a written explanation with full details as to why that documentation is unavailable and any documentation that would support your claim. If your application lacks any of the documents without a reasonable
justification, it will be returned to you or in certain circumstances could result in the refusal of your application.”

Anyway, as I said, I've been also accepted to EE Pool with 316 points. I saw that now there are ITA sent also to those without job offer.
