If this is true, That is really SAD :( ... Does the same goes for NOC 2172 ??? I hear few guys saying application for NOC 2172 being returned due to cap limit.

I guess when our application reaches the concerned visa office, when it states "in process", and when you click on the "in process", it wud state something like the processingofyour application began on so and so date... http://www.fsw2014.info/ecas/ may give some info

I think that applicants whose application was returned with 100% certainty due to CAP should step forward and unequivocally inform forum member once and for all. That way ,we'll all move on and won't harbor false hopes.I see a claim by a dec 10 applicant that application was returned due to CAP being reached but we also know that applicants of the same date have already been charged for this NOC... very confusing indeed.
