Deboard flight in another province rather than college’s province as a International student

Hey All,
I’m international student and my course will start in October/2021 at Vancouver as blended online program till 31st December/2021.
I will be arriving in Canada 3 to 4 weeks before my course starts(i.e In September).

As My college is in Vancouver. Can I stay in Toronto with my sibling.
Can I take flight to Toronto directly or I need to deboard at Vancouver first to get my study permit?
Please let me know If anyone has arrived in another province other than the college’s province.
