While trying to link PR card application with CIC account, I see a question 'Date you became a permanent resident ', can you plz advise which date is considered the 'date you became a permanent reside'? is it the date of landing ?. Thanks.

The date you landed and signed your copr in front of an officer.

Contact CIC. Did you provide a Canadian address when you landed? And are you entering the information into myCIC exactly as it is on your CoPR?
 
Did you have an American license? If so, from what state? Did you get a Canadian license? Whats the process?

My license was issued in Kentucky. I requested my driving history from them, then went to ICBC in Vancouver. Filled out a form, handed them my license and driving history, and they gave me my license.

What about when you get the letter of Decision Made ?
Does that count as date you become a Permanent Resident ?

You become a PR when your CoPR is stamped during landing.
