My dad's visitor visa refused because of no travel history and financial stauts.
My dad has got a fresh passport and has not travevelled to any country. He is a retired central government employee and is getting pension. He has given pension statement.
Joint account of me and my dads is given as financial status. House is registered in both my mom and dads name. That documents is given.

After how many days we can reapply?
Can we reopen the application again?

No - you cannot reopen the application. You have to apply again.

The travel history refusal reason means that your father has been refused because he does not have a travel history. CIC prefers applicants to have travel history - preferably to other countries that requires visas (e.g. UK, US, Europe).
 
He has got fresh passport. And has not travelled to any country. What should we do to re apply. For bank statement he has shown a joint account of mine and his.

How much money did he show? How long is the visit he requested?

Travel is not mandatory but helps.
 
there is a joint account in my and my dads name. he showed that and his pension statement . total of 1.5Lakhs(INR).
he has a bank account but he would have some 1000(INR) so he did not give that.
we here in Canada showed around $4000(CAD) and me and my husband both are working. so my husband sent the invite letter and he mentioned he would be staying for 6 months and would take care of all my dads expenses during his stay.

he got a fresh passport and has not traveled any where in the world.
the house which he is staying is registered in both of my parents name. so he gave a copy of the house documents.

when can we next apply? is there some time line
 
Six months is too long a visit for someone with no travel history. He also hasn't show sufficient funds for this long a stay. If you want to reapply - as for a 2 to 3 week visit.

You can apply again immediately if you want to. Even if you can show more funds - you should still keep the trip to 2-3 weeks. A six month visit is too long and shows your father has effectively no ties to his home country.

You should show CIC your annual income and payroll stubs and a letter from your employer..
Your father could have $ 1000 CAD per week considering he is staying with you for this 2-3 weeks.
 
should we also include pay stubs/pay slips along with letter from the company?
what about the travel history? he has not travelled anywhere.

You should write such a letter. If he overstays and if later you would like to sponsor him your letter could be used against your case.
 
Maybe you should apply for parent/grand parent super visa.
