Custudian declaration for the age 17.10 years old

I'm Korean. I will be turn to 18 years old on Sep-03-2013. Now I'm gonna apply study permit. Do I need custodian and need to prepare 'custodian declaration' for study permit application?
My actual arriving date in Canada will be around Sep.1st.
