Custom declaration card, visitor or resident for new immigrants?

Hi,

My parents will be landing soon. When they fill the declaration card, are they still "visitors"? If so, do they fill in 365 days for intended duration of stay?

I'm Canadian citizen and sometimes I consider myself as "visitor" and fill in 10 days for intended duration of stay! No issues.
