One of my friends has the above mentioned certification. My question is can he say yes for "Do you have a certificate of qualification from a Canadian Province or Territory? (Skilled trade occupations)" for this option.

Well if i am not wrong, you need to select who issues your certificate and stuff. If the issuer of certificate is listed in the list, you should be good to go.
