CSE needed for PCC obtained?

Hi,

I submitted eAPR in late Feb with an LOE for why we have not submitted PCC for one of the countries we have lived in. I have now received my PCC from that country (FBI PCC from US). But my spouse has not gotten it yet -due to unavoidable circumstances we haven't been able to apply yet (it will take two months to get it).

Question is do I need to open a CSE to provide my PCC and explain my spouse's situation and possibly ask for a specific extension in time? Or do I wait for them to get in touch with me - so far they havent reached out to me but the statuses have changed online.
(The CIC status says medicals are passed and under background check it says 'Your application is in progress. The next step is to conduct a background check.')

Send CSE with your PCC and tell them you will send your wife's PCC as soon as you will receive it.
Apply PCC for your wife without further due, and don't invite problems and get rejected !
