Police certificate requirements differ between countries. I need to provide an additional document from Court too. I already submitted application and this was not included. I included only PC from Ministry of Justice as I previously thought it was sufficient. A stupid mistake.

Would CSE with uploaded additional PC document and a LOE clear this situation and prevent refusal of the application?

if it's a compulsory documents, send it asap

From my experience:

last year, when I was applying for my work permit, I forgot to upload a PCC even though I already had it. After applying I read I had to submit that PCC so I uploaded it through CSE explaining why I thought I wouldn't need it. They accepted it.

So I would say, yes submit the court paper asap and explain why. They are humans like the rest of us. They will understand.

What country is this that you need an extra paper from court?

Yes, raising a CSE and the sending the new document would be sufficient. In your CSE explain that you made an invariant error. This is only if your R10 is not complete. If the IRCC has made a decision that your application is incomplete, you will unfortunately have to re-file. So do this immediately ASAP.
