Crs score of 390 Noc code 0112 human resource manager

My husband has Crs score of 390 Noc code 0112 human resource manager ... Are there any chances that he might get PNP nomination. We have 2 kids less than 9 yrs old. He has bachelor's degree in computer science with overall experience of 12 yrs and last five years he has been in human resource.. before that he was in technical work.. is 0112 noc code better or should he opt for a different noc code that will describe his technical work.

I'm not sure that will make any difference. His CRS is way too low for the Express Entry draw and technical work that's 5 years out of date may not help. Can he quickly boost his CRS by improving language(s) skills?
