CRS score confusion - pls help

Hi everyone,
I wanted to understand what they mean cic means when they say for example:
Crs score range
450 - x number of candidate
418 - x number of candidate....etc
Does it means that if you have that number of points or more you can send your application? Does it mean that even if you have x number of points they might not even take you or send you an invitation? Does x number of candidate means will be send an invitation during that round and you might have to wait for the next round ?

It means that if the cutoff score is 450 and your CRS score is 450 you may or may not get an invitation depending on when your profile was created. That is, those who have been waiting a longer time with 450 get preference.
