So you send you email just like several 1000 other people there. No answer means that they are not interested. You need to find something else.

But they conduct draw everything, somebody here received nomination after 7 months of filing EOI.. He he got then?

I think you not aware of it much.

do you have any connections with PEI other than your NOC? If not, you need to search for something else. Just take it as they might never invite you (they have only very few PNP nomination and they are mostly reserved for people with real connections to PEI).
