My current CRS is 483 and I want to get selected in next Ontario HCP tech draw. However, at the moment, Ontario is only issuing notification of interests to those with CRS upto 467. So, my question is can I show lower IELTS score than actual in my express entry profile ro lower my CRS below 467?

Only if the lower IELTS results are from a real test you took within the last two years. Otherwise no.
