Ontario is still still sending PT invites to those EE applicants with 400+ CRS scores. Make sure you choose 'all province', If it doesn't work and you still didn't get PT from them, try to re create your profile.
SINP is open too. It's just a matter of checking the province's individual PNP website to find out which stream you're eligible to apply.

I first created EE profile CRS 388 on 16th Oct 2015

I updated with my spouse IELTS WES on 1st Jan 2016

Current CRS 412.

Recreating EE profile is for people who created their before June 2015

Let me wait for PT for this week
