One of my friends had kidney replacement a few years ago. Today's serum cretinine is also not good. If he applies for PR, can he be rejected while Medical Test?

His child had an open heart surgery when he was only 10 days. Now the boy is 5 years old.

Yes - the application may be rejected due to the medical. I would say the kidney transplant is probably more serious issue.
