I have seen many different answers to what I thought is a straight forward question.


Is criminality and security part of background check or eligibility?
 
It's all under eligibility to my understanding. It's kind of like a hierarchy.
So you overall have to be eligible to be sponsored.
That means.

-Eligible to be sponsored. (eligibility.)
.....*other things like money, country, your legal standings, citizenship, etc..
.....*Relationship is genuine.
.....*Passes background check
..........-Criminality and Security.
...............*not a criminal, no criminal record, no misrepresentation, etc..

So there's eligibility, like, are you eligible to be sponsored by your spouse through the requirements.
and then there's eligibility, as in, are you eligible to be a PR in Canda due to not having a criminal record.
this is why you don't receive DM until eligibility is passed. and why you can pass BGC before eligibility.

So if they check for a criminal record during eligibility , why do they have a separate section for bgc on gckey?
I would say it's because it's such a huge portion. Or maybe redundancy since they have hardly any transparency in how this works. I could also be totally wrong.
