I was wondering if you could all help me figure out what is required regarding Criminal Record Check's as the information on the forms seems a bit vague to me.

"The country where you (or they) have lived MOST of your (their) life since the age of 18"

I am the sponser so for myself - I have in the United States for the past 17 years. I would say I have lived MOST of my life since the age of 18 here. Moved here at 23, and I am now 41. I did move back to Canada once for 8 months in 2005.

For my husband - He has lived in the United States for the past 20 years. He moved here in 2001 when he was 34 years old.

Do I need to get a RCMP background check?

Does he need a German one?

Finally, if he does need one, is there anyway to to submit the application to start the process and then add that paperwork later?

Your post is a bit confusing. Who is the sponsor and who is the applicant? The sponsor does not need to provide PCCs.
 
Sorry, I can see how that was confusing.

I entirely misread it thinking I needed to get the background check as well.
