I am in second semester in business diploma.i want to change my college. Can colleges accept my previous credits and give admission in third semester? And is this effects my work permit or PR?

You'd have to contact the college and ask them.

This kind of transfer, if successful, won't affect your work permit or PR as long as you do it right (update IRCC when you change colleges, stick to the terms of your study permit, and so on.)
