Is there any bank or a way to get a credit card for a new immigrant holding a PR without having a job yet?

Yes, BMO, RBc and maybe some others offer credit cards for new immigrants. Should have landed less than 6 months.
 
Yes, RBC, Capital One and many others offer credit cards for PR and citizens who are unemployed.
