Hi,
Can I use my brother's credit card ( he is in US and his credit card is US based) and enter his details into the payment section? or should I get a bank draft? If you all suggest bank draft, what conversion rate should be applied?

better use Bank Draft. its safest method of payment
 
The Best Option is bank draft..It should have 6 months validity..
 
So I use the conversion rate of the day I make the draft?

This is incorrect. DD in INR is accepted at New Delhi VO.

Right of Permanent Residence Fee (RPRF)

Applicants for permanent residence can pay the Right of Permanent Residence Fee ($490) at the time they submit their application or at a later date when requested. The processing fee is still required when submitting an application.

The following applicants are not required to pay the RPRF:

dependent children of a principal applicant or sponsor, a child to be adopted, or an orphaned brother, sister, niece, nephew or grandchild;
protected persons, including Convention refugees.

All my DDs were in INR and they were accepted. Above text is from official link that I received in one of the Emails.

somehow I was sure that this topic is about the initial processing fee which is to be encashed by CIO, not local VO.
 
Only RPRF can be paid using DD in INR. Processing Fee cannot be paid with DD in INR. There have been rejections for this reason. Please bear in mind!

I am sure that isn't right and I have two reasons. One; as per link in my earlier post all fees type have a fixed INR valuation that may change but is not affected by day to day Forex rates. Second I sent my wife's processing fee(I was married after filing my application) in INR DD when i received my interview letter. We appeared for interview and received an EMail requesting medicals and RPRF for both of us. So that tells me that INR DD for my wife's processing fee was accepted.
