I just wanted to ask if getting the highest degree assessed is sufficient (like phd or master degree), for applying "after ITA", or should one also get lower credentials assessed ( transcripts), to be on a safe side?

Thanks for such a quick reply I just got my phd degree assessed before ITA, and got corresponding points. I included the ECA reference for this credential on my profile. But I wonder if, now, I should get the other credentials assessed as well??

For the purpose of Express Entry you need to get only your highest degree assessed, which you have already done, so you need not worry.
Getting your Masters/Bachelors assessed would be more relevant when you are applying for a job where the job requirement specifically states that the fore mentioned qualification is mandatory (and the prospective employer wants to see the ECA).

I want to clear one point that it has been written on WES website that your university should send the degree and transcript with sealed envelop. Is it necessary or you can also send these docs?

I don't think you m have to verify your degree on the internet. The process is: ask your university to send your credentials (transcripts and/or degree), to one of the recognised institutions (given on cic page) abd wait for the assessment report. Once you get the report, include the "reference number" of your report in your EE profile. After ITA, however, you would have to upload this report (scan) along with the scans of originals. Hope its clear
