I completed my soft landing in may 2019 and I got my PR card soon after. After landing I returned to the US with an intention of moving in the next year or so. However with covid I am hesitant to make a big move until a vaccine or easing of travel restrictions.

Has there been any announcement or indication from CIC regarding any allowance around residency requirements. I don't want to risk the move to canada right now but don't want to risk covid during travel too.

No allowance, you have a PR card so are free to travel Canada. You need to be back in Canada by April / May 2022 although if you leave it that long you will need to stay put for 2 years

You have until 2022 to relocate to Canada. Tons of time.

No relaxation on residency requirements.

scylla :
What if 1 year needed to fullfill RO but only 8 month remaining from PR card expiry ?
Any way to seek clarification / guidance from IRCC before returning back to canada ?

No, there isn't. IRCC will simply tell you that the residency requirement is 2 out of 5 years. There won't be any guidance given.

You probably stand a good chance of returning to Canada without being reported at the border for failing to meet the residency requirement. I would return as soon as you can.
