Issue: Possibility of missing the deadline of passport submission due to COVID-19.

This is regarding a pending visa application.
March 6, 2020 - The applicant received a letter from the IRCC informing him that he needs to send his passport within 30 days.
March 16, 2020 - Applicant sent his passport (including required forms and manager's cheque for payment of fees) to VFS/VAC through a private courier.
Due to the COVID-19 pandemic, the city of origin and destination of the package are placed on lockdown. Thus, making it impossible for the delivery. The private courier company has since suspended their operations.
The 30-day deadline to submit the passport to the IRCC is fast approaching. Failure to submit the passport could result in the refusal of the application.
Any thoughts on this case?
